Some facts and figures

Public transport usage has increased in recod braking figures during 2015 and 2016. Many of the medium sized and small cities planned their public transport themselves and procured the services from 1.7.2014 onwards as a result of implementing and using the tools given by PSO regulation.

Prior to that authorities like Helsinki Region Transport (HSL), Tampere and Turku had been procuring some twenty years, but since PSO regulation and it’s national transition periods also Turku and Tampere became authorities in larger commuting areas.

Passenger transport on railway

Finnish passenger transport market on railway is opening to competition. Preparations for tendering processes are ongoing. Both the Ministry of Transport and Communication and HSL as a PTA in the Helsinki region have started a market dialogue in October 2017 to get feedback on their tendering plans.

HSL’s tendered high frequency commuter train services will start in June 2021 as performance-based gross cost contracts and ministry’s first tendered services in southern Finland (Riihimäki, Tampere, Lahti, Hämeenlinna, Kouvola, Kotka) as net cost contracts in the summer 2022. Also the Tampere light rail which will be constructed by 2021 will be looking for an operator.
